Ground rent lets us each choose our ideal government.

We will therefore support that government, and not want to break its rules.

And if others try to cheat it, we will happily share information so they are caught at an early stage.

What of those that slip through the net? Every bad event has hints and indications, if not causes. More wealth and better information means we can hire enough scientists to trace those indications or causes, and our ideal government can then make whatever changes we want.

Result: no crime.
