Lee's "heavy work load"

Here's Don Heck in LOVE ROMANCES #102, Aug. of 1962. The story is not signed by Stan Lee. So who wrote it? We know Lee wasn't writing/signing any science fiction-fantasy-monster stories until late in 1961. We know Lee claims he came up with the Marvel Method due to a very heavy work load.
However, evidence shows that Lee wasn't writing a lot. He was signing fewer stories than he was signing in 1956 when Marvel had nearly 85 titles being published.
